PILLAR 1: Living Culture, Memory, Afro-descendant Pride and Quality Education with an Ethnic Focus
Scope: This pillar promotes the recognition, strengthening, and dissemination of Afro-descendant cultural identity, integrating history, ancestral memory, artistic expression, and indigenous knowledge as pillars of citizenship development. It also fosters quality, relevant, and transformative education with an ethnic and territorial focus.

PILLAR 2: Infrastructure for Territorial Development and Comprehensive Well-being
Alcance: Busca cerrar las brechas históricas de desigualdad mediante el desarrollo de infraestructura física y social que garantice acceso a servicios básicos, movilidad, conectividad, espacios comunitarios y vivienda digna, promoviendo el bienestar colectivo y el desarrollo integral.

PILAR 3: Autonomía Económica y Productiva
Scope: Promotes economic self-sufficiency among Afro-descendant communities by promoting sustainable production models, local value chains, bioeconomy, entrepreneurship, and the popular and solidarity economy, strengthening capacities and access to financing.

PILLAR 4: Afro Participation, Governance and Leadership
Scope: Strengthens active participation and leadership among Afro-descendants in decision-making, ensuring the effective exercise of citizenship, territorial planning with a differentiated approach, and recognition of their own authorities and organizational processes.

PILAR 5: Protección Territorial, Defensa del Medio Ambiente y Paz Territorial
Alcance: Articula acciones para la defensa del territorio, la gestión ambiental con enfoque étnico, la mitigación del cambio climático, y la construcción de paz territorial basada en el respeto por la vida, la justicia social, la memoria colectiva y el uso sostenible de los recursos naturales.

Priority Goals for Each Pillar

Living Culture, Memory, Afro-descendant Pride and Quality Education with an Ethnic Focus
General goal: Ensure that 100% of the country's educational institutions integrate an ethnic approach into their curricula and that at least 10 Afro-descendant cultural initiatives are strengthened and made visible during the period.

Infraestructura para el Desarrollo Territorial y el Bienestar Integral
General goal: To ensure that at least 70% of the municipality's communities have access to quality basic services (water, energy, connectivity, health, education) through sustainable and equitable territorial infrastructure projects.

Autonomía Económica y Productiva
Meta general: Impulsar la generación de ingresos sostenibles para al menos 1.000 familias afrodescendientes a través del desarrollo de proyectos productivos, emprendimientos y acceso a mecanismos de financiación y mercados.

Afro Participation, Governance and Leadership
General goal: Consolidate at least five permanent spaces for Afro-descendant participation and strengthen the leadership of 1,200 young people, women, and community leaders in territorial governance and citizen oversight processes.

Territorial Protection, Environmental Defense and Territorial Peace
Meta general: Implementar estrategias de protección y restauración ambiental en al menos el 60% del territorio colectivo y promover procesos comunitarios de paz y reconciliación con enfoque étnico en 10 comunidades priorizadas.
